2018-08-31 · Emission Control Areas (ECAs) In China August 31, 2018 Sulphur cap requirements were announced via a Notice [2018]239 issued by MSA Shanghai – the local PSC Authority – on 27 Aug 2018, as attached herewith in Chinese. Emission Control Areas (ECAs) are one of the most effective ways to drastically reduce emissions. Currently the designation of a Mediterranean ECA is under consideration and would be a crucial step towards a coherent legislative framework in the European Union. However, no Sulphur Emission Control Area (SECA) of the kind established in the North and Baltic Seas, resulting in significantly improved air quality, has been introduced in the Mediterranean.

Vessels operating in Emission Control Areas must meet the following requirements: Fuel-sulfur concentrations may not exceed 0.10 weight percent, or vessels may use an approved equivalent method (such as SO x scrubbers, also known as exhaust gas cleaning systems). 3.

Ships trading in designated emission control areas will have to use fuel oil on board with a sulphur content of no more than 0.10% from 1 January 2015, against the limit of 1.00% in effect up until 31 December 2014.
